What is recorded

Each day the crawler lists the registry, downloads every file, and stores a fingerprint of the bytes. A new fingerprint is a new version; a missing listing is a removal. Both become permanent entries.

Why it matters

Anyone can download today's data. Nobody can download yesterday's. When a project's budget is rewritten or a file disappears after an audit, this is the only place that shows it happened.
